UAE film incentives are administered at emirate level rather than through one federal production-rebate programme. Abu Dhabi Film Commission offers a 35% base cash rebate on qualifying Abu Dhabi expenditure, with eligible productions able to reach 50% through its published points system. Within this structure, Abu Dhabi film incentives and rebates form the cash-incentive layer, while filming in Dubai follows a separate DFTC script-approval and permit process.

Abu Dhabi Film Incentives and Rebates: 35% to 50% Cashback

Abu Dhabi film incentives are administered by Abu Dhabi Film Commission (ADFC), which operates under the Creative Media Authority (CMA), the emirate-level body that oversees the creative and media sector. The current rebate scheme took effect on 1 January 2025 and raised the previous 30% baseline to a starting rate of 35%, with the possibility of reaching a total 50% cashback through a published points system. The published categories cover featuring Abu Dhabi; UAE history, culture, identity and values; full post-production in Abu Dhabi; feature-film shooting days; eligible UAE nationals in specified above-the-line roles; and invited marketing deliverables (see the ADFC rebate overview).

The baseline 35% cashback and the points-scale route to 50%

UAE film incentives operate at emirate level rather than federal level, so the Abu Dhabi 35% baseline applies to all qualifying productions from January 2025 forward. The additional points that lift the cashback towards 50% are earned across the published ADFC categories listed above rather than across general local spend or facility use. The published uplifts are 2.5% for 10 to 14 points (37.5% total), 5% for 15 to 39 points (40%), 7.5% for 40 to 69 points (42.5%), 10% for 70 to 84 points (45%) and 15% for 85 points and above (50%).

Points are awarded per the overview: 20 for featuring Abu Dhabi; 10 for UAE national history, culture, identity and values; 10 for full post-production in Abu Dhabi; one point per main-unit filming day in Abu Dhabi for feature films, up to 60; 20 for a television programme or series filmed entirely in Abu Dhabi; 20 for employing a UAE national in a specified above-the-line role (writer, director, stunt coordinator, stunt performer or lead cast); and up to 30 for ADFC-invited marketing deliverables.

Qualifying spend, application windows and Abu Dhabi facilities

Qualifying spend under the Abu Dhabi film rebate focuses on below-the-line expenditure: crew payments to Abu Dhabi-based crew and vendors, equipment and facility rentals from Abu Dhabi suppliers, accommodation and transport booked through emirate-registered providers, and post-production at licensed Abu Dhabi facilities. Eligible international crew can qualify where they hold the required Abu Dhabi work visa, and certain travel and living expenditure for above- and below-the-line personnel may qualify; the exact treatment is confirmed in the ADFC application review.

Abu Dhabi provides studio, production and post-production infrastructure through twofour54 and other emirate-based facilities, with current stage inventory and availability confirmed for the production dates. Full post-production in Abu Dhabi is one published enhanced-rebate category; general facility use is not a separate points category.

Eligible Formats, Applicants and Minimum Requirements

The ADFC rebate overview, the controlling document for UAE film incentives and rebates, publishes two format lists. The standard 35% rebate covers narrative, documentary (theatrical), animated and IMAX feature films; high-end television drama series, narrative single dramas and comedies, drama and comedy series, single documentaries, documentary series, single animation and animated series; short films, TVCs and music videos; and reality and game shows. The enhanced rebate above 35% is available only to narrative, animated and IMAX features, high-end television drama series, narrative single dramas and comedies, drama and comedy series, single animation and animated series. Documentaries, music videos, reality shows and game shows are marked in the overview as subject to special pre-approval by ADFC, and short-form content and entertainment shows do not access the points route.

Every applicant requires script or content approval from the UAE Media Council and/or the Creative Media Authority Abu Dhabi, which the overview says should be obtained as early as possible. The overview does not publish applicant-entity rules; the applicant structure, including any requirement for an Abu Dhabi-registered production entity or local production-service partner, is confirmed with ADFC at the interim-certificate stage rather than assumed.

Qualifying Expenditure and Published Caps

Abu Dhabi Qualifying Production Expenditure (ADQPE) is below-the-line spend incurred while producing content in the Emirate of Abu Dhabi: below-the-line crew and extras, whether UAE residents holding a valid UAE visa or work permit or international crew holding a valid Abu Dhabi work visa; production and post-production services; locations and studio hire; equipment, facilities and transportation; construction, set decoration, props and costumes; and relevant international travel, hotels and per diems for above-the-line talent and below-the-line crew providing services on the production in Abu Dhabi. Above-the-line fees themselves are outside the definition.

These caps replaced the previous US$5 million feature, US$1 million television and US$500,000 TVC ceilings. The overview does not publish a minimum-spend threshold; any minimum, together with the treatment of individual cost lines, is confirmed during the ADFC application review.

Application, Final Claim and Payment

The UAE film rebate timetable that matters for cash-flow planning is Abu Dhabi’s refined process from 1 January 2025, which runs in a fixed sequence. The applicant obtains an Interim Certificate during pre-production and submits a completed rebate application no less than 30 business days before principal photography commences in Abu Dhabi. Principal photography must begin within 90 days of the Interim Certificate, extendable at ADFC’s discretion to a total of 120 days for delays caused by bona fide events. After the shoot the applicant submits the required documentation and an Audited Expenditure Statement covering the ADQPE; ADFC completes the final assessment within 60 business days of that submission, issues the Final Certificate within 15 business days of the assessment, and pays the rebate within 30 business days of the Final Certificate.

For cash-flow planning the practical point is that the rebate is paid after audit and completion, not during production, so the full ADQPE is financed by the production until the Final Certificate is issued. The points that lift the rate above 35% are assessed against what the production actually delivered, which is why the Abu Dhabi filming-day count, post-production location and any UAE-national above-the-line hire are locked into the plan before the Interim Certificate is sought.

Dubai: Permits, Not Rebates

Dubai does not operate a formal production cash-rebate programme. Filming there runs on the Dubai Film and TV Commission script-approval and permit process through a UAE-licensed production company, which is a separate operating track from the Abu Dhabi rebate. UAE film incentives therefore come down to one mechanism: modelling the Abu Dhabi film rebate against the project’s qualifying-expenditure profile, its format, its filming-day count and its points position, and sequencing the Interim Certificate before principal photography.
